"Deported Veterans of America" was started by Captain Juan Carlos Mercado. He is a ten-year Combat Infantry Veteran of the United States Army. He served as an enlisted soldier, and as a commissioned officer. 
Cpt. Mercado is not deported. He learned of the deportation of American Veterans in 2007, and he wrote a book inspired by the events lived by many deported Veterans. The book is titled "Fate of a Deported Veteran," and it reads like a Hollywood movie. It is also available in Spanish with the title, "Fe Americana." In March of 2015, he opened the "Deported Veterans of America" office and help-center. It is located in Tijuana, Mexico, and it provides assistance to deported Veterans from all around the world.

The office is open Monday to Friday. The hours vary. Ms. Maria Galleta (A.K.A. Mary Cookie) runs the daily operations.
Captain Mercado tends to the needs of deported Veterans with Congressional Representatives, Senators, the Department of Veterans Affairs, U.S. Embassies, American Civil Liberties Union, via e-mail, telephone, mail and scheduled visits/meetings.
